Too many blacks are lumped into one congressional district and some are calling it racial gerrymandering.

A three-judge panel will request an outside overseer to complete a new congressional map. The Virginia General Assembly had until September 1st to draw one up but let the deadline pass. New plans must be in by September 18th with the assistance of the special master. The Third Congressional District has too many black voters, thus diluting their voting power elsewhere. A lawsuit was filed accusing the General Assembly of racial gerrymandering.
