The city of Richmond will be allowed to have a juvenile detention center.
This decision was made after the State Board of Juvenile Justice unanimously voted in favor of it on Wednesday.
However, Richmond is not allowed to re-open the existing facility, but to act as if they were opening a brand new facility.
The next step is for the City to go back in front of the board in six months in order to get a three year license.
Auditors will be visiting the center in October in order to inspect it and examine its performance with 60 kids in the building.
