The ex-Chicago police detective who shot and killed 22-year-old innocent bystander Rekia Boyd, is seeking to collect disability pay from the city because he says he suffers from post-traumatic stress disorder from the 2012 shooting. Dante Servin, 48, could collect as much as $78,000 or 75 percent of his former $104,000 salary until his police pension kicks in.

Gov. Bruce Rauner's statement may seem like a dig, but Mayor Rahm Emanuel would likely be protected from the recall even if the bill passed the governor's desk.

The DOJ is expected to announce the investigation this week.

The investigation will examine police practices used in the October 2014 shooting of Laquan McDonald and dive deeper into other police shootings, training, and the use of deadly force.
